There are several new bills in Congress right now that will give tax breaks to a very special class of Ponzi Scheme victims that would not otherwise have tax breaks. That is, that in the House and in the Senate there is legislation to permit Ponzi Scheme victims who have lost money in IRAs and other tax exempt plans to still claim tax deductions even though there is no loss of taxable income.
